Yes, that's the question that's been bugging me ever since I saw the picture. Not sure about Austrian though, the style of tower and the Neo-Gothic arched windows point more to a 17th century Schwabian design:

Yes, you are right - it is definitely Neuschwanstein - the orange paintings of St George on the Palasfront are unmistakeable. So it's Bavarian.
