There is not much doubt about identity of the killer, some witness still alive...
On another hand no psychiatrist in the world would give a clear bill that perpetrator is mentally sane...by definition this is not a normal behaviour ...
A re-introduction to hard labour for the natural term of their life would make them wish there was an option of the death penalty.[}:)]
Suppose that in US you could have a gunshot and kill in self defence.
Suppose that new capital punishment could be executed by this citizens , legally owning a gun that could now shout the prisoner, instead of lethal injection, hanging.

Big spectacle , in Americas best Hollywood scenery, arena and thousand of citizen shooting at poor bastard , convicted to capital punishment....
I guess that will be scary at least for any criminal offender...

These creatures should be studied to see what we can learn from them.
The government should put up the money to start up some sort of tag and release program perhaps.
Or maybe they could have better safety procedures around places where people like to congregate.
After all, it's their territory you know.
