Perth question: Yellow buoys at Mullaloo beach??

What is the purpose of the 5 yellow buoys at Mullaloo beach? They are about 1m high, 200m offshore and about 100m apart. Are they some part of a shark detection system (tagged sharks?) or do they indicate the area limit for wind/kite surfers or jet skis etc...
