Wind and wave measurement in Port Phillip bay

I see that in the FAQ about the above subject there is no indication of where the measurements are taken. If I look at the BOM forecast for the bay in this instance it tells me that the waves are below .5mtr as yet on this site it tells me that the waves are around 1.2 to 1.5 mtrs. So is there anyway that we could know the rough area that this information is being gathered from as i would not like to head out based upon this site yet would based upon the BOM one. Can anyone advise.

Its the Bay, it gets confused chop as soon as the wind blows.

If its not windy, it will be 0.5m. If it blows >20kn you can expect up to 2m and >30kn will get up to 3m.
