utter frustration, needing intelligent help

have never had a problem before.

cannot get the second download bar to fill with green get top bar ok

my grabbed whatever always appears below the select box

with a yellow dot, the name and a remove tag..........

what am i doing wrong ? today was a 7 pie day .....that's a bad day
