Ive kitesurfed around there a couple of times

port fairy - pea soup beach for fun flat water, or out the back for surf, also the main port fairy surf beach wraps around for miles so its ok from SW around to E

I spend a couple of weeks every year down at Port Fairy.
As Monte said East beach which is the beach north of town is great in a S/SE and Pea soup is great for some flat water in a SW. You can also try Killarney beach inbetween Warnambool and Port Fairy another good flat water spot.
