I can just see some poor guy, "Ooooh $30 dollars, wow i bet it couldn't be that hard to learn either".... Bruised and battered with one shredded kite two days later.

Yes it is made in China (wow that's rare these days!). Construction is actually quite good, sadly better than some other big names out there and has heaps more tuning options than most.
Yes it is a 15m bow so it is grunty but no rocket in the turning category and if you let go of the bar it falls out of the sky. With a modern bridle the bar pressure is really light (straight out the bag this kite was terrible, but a different bridle makes a big difference). So I would say a light, slow turning (speed it up with a bigger bar,or move it to the rear pigtail), kite that depowers well is not a bad option for a beginner in light wind.
If you want an insane kite that is a looping weapon that will boost you to the moon throwing handle passes all the way back to Earth, then this isn't for you.
