I tighten mine as much as I can when it is dry because it loosens up when it is wet.
If it is too tight when you are riding it will get dragged up over your ribs then get stuck there and you can't breathe and it feels like ****.
If it is a little loose it can ride up but it comes straight back down again when you bring the kite down.
If it is too loose it will slide all over the place and also feel pretty bad.
A little too loose is better than too tight.
Tight enough that you'd call it tight on dry land. As soon as you get in the water it'll loosen up and then be perfect.
Tight enough so your voice goes up an octave. You should get a seat harness also, they are way better.

The actual answer is tight enough to be uncomfortable so that when it gets wet and loosens a bit, it still won't move around and thus cause a lot of the issues that people tend to have with waist harnesses...
Or tight enough that it stays under your ribs...

I used to tight my waist harness as much as I could...
But I suspect that a tight harness was one of the cause (besides a kiteloop and a nice crashing from a high jump in 25+ knots wind) of broken ribs 2 years ago. Since, i tight my harness, but not overtight it.
I broke other things since, but not the ribs :)))
Others might speak about overtight waist harness riding under their ribs...

I've had mine too loose before - the harness spun around to face backwards when I did a backroll... all I remember was *where the hell did my bar just go?? .... crash*
Get a spreader bar pad if your harness didn't come with one (mine didn't) they let you do it up a bit tighter without the bar cutting into you.
