Technically its not legal but only a cop on a bike may give you **** about it and a warning. There are a couple of issues with it (I have one and was pulled over by a bike cop but he never fined me. just warned me I may not be as lucky with other cops). That said, I carried on using it for 2 years and never had an issue other than the one warning I was issued.
1. The board cannot extend more than 1/3 of the bike length behind the back of the bike (or something like that, can't remember the exact law)
2. The width can be an issue if the attachment extends wider than the widest part of the bike (handlebars)
3. Whatever is attached must still allow for a 30 degree angle to view the number plate.
Ultimately, unless you really pissed them off, they probably wouldn't fine you for it so I wouldn't be too worried. Its probably the safest way to carry a board on a bike.
