Hey Mate , If you dont mind getting a bit out of town check out West Oz Boardsports in Saftey Bay . Appox 30min drive south of Fremantle... they got cheap kiter accoms directly accross the road from the "The Pond" which is great flat water freestylin euro spot ...
If you head futher down south (3hrs) to Margaret River way check out Augusta rivermouth . there is a backbackers in Augusta or you can stay at Margaret river which is 30mins drive away. Augusta is a flat water spot that blows its ass off in Jan, Feb and March...
If u sticking in town then Woodies Point is the go.. im guessing that the cheap accoms is the various bacpackers in Fremantle .. im sure other is know a bit more about the best place to stay..

enjoy !!

As Monkers said, Safety bay is probably a good spot for you and offers a backpackers and fantastic flat water however it is out of the city so there won't be much happening at nighttime if you are also looking for for nightlife fun.

Woodmands point offers 3 beaches, 2 choppy ones and one mirror flat one. For cheap accommodation, Woodmans point has a campsite right next to it however Woodmans Point (woodies) is also a bit out of town so won't offer you nightlife.

On easterly winds (which sometimes come in in the morning) Point walter on the river offers good flat water and an great surroundings.

In the city and Fremantle there are plenty of backpackers, just check out www.hostelbookers.com and it will give you most of them.

I would recommend staying in the city or fremantle and buying or renting a car to get around to all the different beaches (there are HEAPS!).

However don't expect ANYTHING to be cheap in Australia especially in Perth. Expect prices such as $10 - $15 for a beer, $30 - $40 a night for a hostel and food won't come cheap either. Australia is much more expensive than Europe.

Time wise jan to april would be fine however winds won't be as reliable in april anymore. Best time would be Dec to March
