Antifoul over rubber

hi
I recently fitted a new rubber flange around the saildrive (first photo). I ran out of time and just painted the black antifoul straight onto the rubber (second photo). Almost the second day it was in the water the black antifoul just peeled off. Yesterday I checked it and it has starting to grow a beard already.
My question is; what should I have painted onto the bare rubber before the antifoul considering there is movement in the flange due to the saildrive being fixed to the motor (Bukh DV10-LSME)

Zinsser Smart Prime, sticks like you know what to a blanket. Interior or exterior use, so should be good boat as well. Zinsser is sold by the Big Green Shed Company, so should be in nearly every suburb. The other paint that sticks to nearly everything is exterior house paint.
