I only have two plastic horn cleats on the bow of my northshore 27 and am thinking of something beefier. Wondered whether a stainless steel bollard mounted on the deck may be better and whether I need to strengthen it up from under the deck. Also wondered how you size the bollard for a 2.2 ton boat. I would use it to secure to the mooring and at anchor as well.
I would check eBay you would get one for around $100 and add a nice big thick backing plate.
Probably a good idea to think about how the bollard will mix with your foredeck - raised bollards are great for catching spinnaker pole kickers, headsail sheets etc. A SS horn cleat maybe a better option depending on what you want to use it for.
Reinforcing under deck is a great idea as "sctpc" says above. A good option is a nice thick section of marine ply that has a decent chamfer on the edges, this helps preventing localised bending of the deck around the perimeter of the ply section. Big penny washers on the bolts as well.
