Hi after spending the last 20 years away from the sea I want to get back into sailing do I need to have a licence or undertake courses or are they still merely recommended but not required, I think I would quickly pick up the old skills and learn all the new technology without all that classroom stuff, just by crewing for someone else for awhile, thanks.

Welcome Bruski! Just do it......

If your yacht has a motor you need to have a license in Vicco.
