Is there any one that buys these boats for the scrap lead and parts. Could be an interesting little business.

If one had a sizable yard and suitable truck it might work. Getting rid of the unwanted hull could be quite expensive.

For a couple of young mates who aren't interested in the bells and whistles, something like these would be ideal. ...Each through in a grand or so each. ..plus a month or two working on them...then get going up the coast and beyond with the surfboard or windsurfer on board.
You accept risks easier when your younger. After a year or two sell it or sink it and go back to the working world, earning enough to do it again ona better boat.
Search More Hands On Deck on YouTube as some inspiration.
