I'm currently sailing down the East coast of Australia using my chart plotter. I would like a backup and read that there are apps that allow the GPS on your phone to work offline. Is this true? I have a Huawei phone. Many thanks for any information!

Not sure that is correct if you mean offline is out of range.
Navionics works provided phone/tablet has enough memory to load the area you want.
I am not aware of any raster format for a phone, unless Memory Maps do one.
Best back up is paper however.
Battery never goes flat.

I'm unsure what you mean. However, there are several apps such as iNavx, iSailor, which can use Navionics and others charts which run on iPhone and Android based mobiles
Your mobile needs a GPS chip for this sort of setup to work effectively.
