Not sure but I believe that sort of jocks are the traditional japanese ones???? seen on sumo wrestler???? 
I think he is looking for a blocked sewer line that he is going to unblock. Thats his protective gear and he will hose himself down when done. (Guess who regularly has to unblock his home sewer line.)

Actually Yara, having done the job a time or three myself, that's probably a very good guess, his apparel means he has less clothing he has to burn after the job, although where is his gas mask?
