Never realy give this much thought until l had a misshap which in volve a halyard and my finger. It started when i was lowering my mast when i was on a public mooring and had my misshap. I have to get to hospital so to boat was left on the mooring. While i was in hospital i rang the water police to inform them why my boat was left on the public mooring. They directed me to DOT and after telling them why i was still on the public mooring. After the conversation i had to fill in a incident report so it could be investigated.
This brings meto my query what would be reportabul and what would you let go?
I reported a stink boat banging into me on a public mooring in Port Stephens last February,

I would dare to say (since he's in WA) he would've been getting ready to go under a bridge. Just about all the bridges here are between borderline and way to low to pass under mast up. Even for a smaller yacht.
im surprised they wanted an incident report... what was their main concern, your finger? Or the boat left unattended on the public mooring?
They would probably want a report so they can wipe their hands of any claims that it may be the fault of their equipment that caused the injury

Those bridges yes you are correct. I think there are only a couple of places in the world were this has to be done and Perth is one of those places.

If they do not have anything to report, the government sees no reason to keep them employed.

If that's the case nobody report anything maybe then our taxes and rego will go down, nah the gov would just waste it on some other waste product
