Is there "special" fire extinguishers needed for sailing boats, or any boats for that matter? Or is it just a case that if its listed for marine use then its going to cost heaps more?
No difference at all. Not even as far as I know the packaging, buy the1kg dry powder ones at Bunnings for $20. They will put out every fire I could think of on a boat including electrical. They will make a hell of a mess though. CO2 ones are useful if you run out of ice and need a coldie...

Boats in survey will need gas water and dry powder extinguishers of the correct sizes but ordinary boats the Bunnings ones will do. Couple mounted near the stove would do. Consider a blanket to extinguish a stove fire. Any major fire you are not going to fight but escape.
For racing, if you look at the YA regs:
Dry Powder 1841.5 or CO2 1841.6 is ok for Cat 7. If you want to go to higher safety, then Foam 1841.4 or CO2 1841.6 is required.
The Bunnings type extinguishers are Dry Powder, so they are fine for Cat 7.
