We already have something like this. It's called a smart phone. People can't leave home without it.

You could be surprised with response to the experiment made already on students , where volunteers where offered free entry and drinks in the club in exchange for implanting micro chip under the skin.

Additionally device could emit high frequency sound.
Remotely activated alarm also speed up action and avoid confusion specifically at busy place like Bondi Beach.
Such device could/should be hired/rented at very low cost from every Life Saver Guard.

No matter how you coat it this idea would just place us individual citizens in harms way from those who get the control button ...it makes it all to easy for us to be further 'ruled' and means the end to diversity of thinking ....
I am just stating the fact in cold scientific manner .
