Someone was 'teaching' about 150m north of the Freo Surf Lifeaving Club about 2pm yesterday (19.3.12) with what appeared to be no leash between him and the student!!!! Kite wobbled out of the sky a couple of times near the few swimmers/walkers. But Leighton, from north of the club to the footbridge, is a WAKSA-designated area, with approval from Fremantle Council. So isn't it the council's responsibility to warn walkers kiting is allowed? After all, they tell the dog owners they can't let their mutts crap south of the bridge ...

its the same guy.. his name is MAL, drives an old white 4wd, he's about 45 with grey hair.. no permit, no insurance, no helmets..
