Just confirming my earlier post, from the NSW RTA
Footpaths
Children under 12 years of age can ride on a footpath. An adult, who is riding in a supervisory capacity of a cyclist less than 12 years old, may also ride with the young cyclist on the footpath.
You are allowed to cycle on the footpath where indicated by signage.

I think the W.A. regulations regarding bikes on footpaths are pretty similar to those you just showed us- but the prevailing attitude that I have come across with police is that as long as the bike riders act responsibly around pedestrians they will be left alone.
Mugs like me that just trundle down to the shops at a sedate pace, (about the best I can do) while giving foot traffic plenty of warning and room tend to be left alone.
Lycrayob with head down/tail up busting his neck to go as fast as possible, and with restricted vision causing problems for granny on her gopher, or yummy mummy with the pram will get jumped on pretty hard by Mr Plod. Then Lycrayob has the gall to complain about road traffic being too dangerous for him so he needs the footpath!

my 2c worth (I commute to work on daily basis & ride a mountain bike on weekends):
1. I already pay registration for 2 cars. Given that I cycle most of the time I consider this to be more than adequate contribution to the system.
2. If I have to pay bike registration, I expect something in return, such as more dedicated bike paths and better riding environment on roads and in the city.
3. I don't believe the registration will actually solve any of the issues discussed. Cars have license plates and it did not stop road rage or bad driving (even when cyclists are not involved), did it?
A significant numbers of cyclists in Vic are already happy to pay BV Bicycle Victoria for public liability insurance. At about $110 for an individual you get 5 mil pl insurance, some medical gap insurance, some income protection insurance and a magazine subscription. Pretty good value, add a small amount for registration, make it compulsory, job done!
As for helmets, I have 3 mates who would be paralised or dead if not for their helmets...
